I didn't meant 'that can't be correct' as in 'that can't have happened', but that it doesn't sound correct under the law (with an implicit 'your landlord sounds like a bastard' ;)).

Fair enough if he said he would. I have found myself in the position before where the landlord has said "you agreed to move in as it is" and refused to do things like that. I don't think this can be correct, in that the landlord has to keep the place habitable (cue interpretations) and I can't see ...
